Fleet By-Laws
1.
The object of the fleet
shall be to promote sailing.
2. All sailors participating must
be members of the JY15 Class Association. Membership in US Sailing is
strongly recommended.
3. The Racing Rules of Sailing, as
administer by US Sailing, will govern all events.
4. All boats must be stored in an
orderly fashion and gear returned to the proper lockers.
5. Use of fleet boats is strictly
at the discretion of the Fleet Captain.
6. A nominal fee, $25/day will be
charged for the use of fleet boats. Any damage to the Fleet boats shall be
the responsibility of the skipper at the time the damage was incurred.
7. All visiting boats will be
charged a nominal fee, to cover storage ($85.00/series).
8. Series Scoring will be High
Point, with no throw-outs, and 60% required participation for
qualification. A boats score shall be determined by dividing the number of
boats beaten plus one, by the number of boat s in the race. DSQ, OCS, DNF
shall be scored as zero divided by the number of boats in the race.
9. All boats must be clearly
marked to identify the owner, and all owner information must be registered
with the Fleet Captain in the event of an emergency.
10. Life Jackets must be aboard
all boats, at all times. The decision to wear lifejackets is up to the
competitors unless required by the committee. It is strongly encouraged that
all sailors wear life jackets at all times.
11. The members of the fleet shall
abide by the rules and regulations of the Richmond County Yacht Club and will
endeavor to maintain the good relationship between the fleet and the members
of the Club.
12. Shall it become necessary each
boat shall be prepared to provide a race committee.
13. Anyone breaking a Part II rule
may exonerate themselves by completing one 360 degree turn, this modifies RRS
44.1 and 44.2
14. There will be up to 7 races
sailed on any race day.
Races will be
started using the following system: (No Visual Signals will be used)

Schedule:
Mooring Barge
Coordination: The Club operates a Mooring Barge on Sunday mornings. It is
the intention of the fleet to minimize conflicts with this operation. The
Mooring Barge has limited maneuverability and the sailors are asked to respect
the operation of the barge. All sailors are required to launch their boats
and move them from the Hoist dock as soon as possible. Additionally, sailors
are expected to launch all boats as soon as possible.
Time Limit:
The time limit for a race shall be 1 hour.
Laser Fleet: The Laser Fleet will be sailing
concurrently with the JY Fleet. The fleets will be scored separately but
start and race together. All RRS will apply between fleets.
